Recap of Re-Convened Board of Estimate and Contract Meeting — Tuesday, August 14, 2018

Today, Tuesday August 14, 2018, Mayor Richard Thomas joined by City Council President Lisa Copeland re-opened the earlier recessed regularly scheduled Board of Estimate and Contract Meeting in the Mayor’s Conference Room. Comptroller Deborah Reynolds was not present for either meeting.

The added-on agenda included 17 items in addition to the original four items under the category of Resolutions Approving Ordinances. The items were:

1. Authorizing the Mayor to enter into an agreement with Just Inspire.

2. Granting permission to the Department of Recreation to sponsor Summer Breeze Concerts and events, accept donations and hang banners.

3. Authorizing the transfer of funds from the Department of Finance to the Department of Planning & Community Development. ($52,000.00)

4. Authorizing the re-classification, transfer, and issuance of health benefits to the Planning Commissioner.

5. Authorizing the re-classification of the title of Network Administrator to IT Specialist within the Department of Management Services.

6. Authorizing the transfer of funds to defund the position of Account Clerk, and to fund the position of Senior Account Clerk within the Department of Public Works.

7. Authorizing the Mayor to enter into an agreement with Highway Rehab. Corp.

8. Authorizing the Mayor to enter into an agreement with the Westchester County Department of Senior Programs and Services for information and assistance services under Title III-B of the Older Americans Act.

9. Authorizing the Mayor to enter into an agreement with Interactive Health, LLC.

10. Authorizing the Mayor to enter into an agreement with Westchester Community College Mount Vernon Extension.

11. Authorizing the Mayor to enter into an agreement with Armani Charter School.

12. Authorizing the directing the Comptroller to issue payment to Kristyn Briez-Reed.

13. Authorizing the directing the Comptroller to issue payment to the Revelators.

14. Authorizing a taxi fare increase.

15. Granting Permission for five (5) members of the Police Department to attend the HIDTA training course.

16. Granting permission for five (5) members of the Police Department to attend the HIDTA Dangerous Drugs training course.

17. Granting permission for four (4) members of the Police Department to attend the Advanced School Resource training course.

18. Granting permission for four (4) members of the Police Department to attend the Supervisory Leadership Institute training course.

19. Authorizing the transfer of funds within the Department of Assessment.

20. Granting permission for the Planning Commissioner’s Executive Secretary and Land Use Boards Secretary to attend a conference.

21. Authorizing the Mount Vernon City Council to retain the law firm of Gonzalez Legal Associates, PLLC.

All 17 items were passed unanimously.

During the meeting, Council President Copeland voiced her personal objection to public funds being allocated to charter schools, and she noted that she will bring those opinion up when she meets with the school board president next week. Mayor Thomas said he would be happy to speak with President Copeland on the subject of charter schools in the future.
